On device filtering without root

Beyond basic rules, NetGuard uses the Android VPNService to route traffic to the device for filtering, so traffic is not sent to a server. Only one app can use this service at a time, so other VPN apps cannot run at the same time. This design provides predictable behavior across IPv4 and IPv6 and works with tethering.
