Yes, if the recipient has an alternative QB messenger such as QB Black / Fashion, QB White Beach / Blue sea wallpaper theme, QB Skyline theme or QB Travel / World wallpaper themes. Unfortunately other messaging services eg. SnapChat, Kik, Tango, Facebook or Whatsapp are not compatible.

Can people in my network see my wallpaper?

Yes, your network members can see which wallpaper, letter tint or accessory you have chosen and you can view theirs.
