1. Fixed an issue with the WYSIWYG editor creating a black box which covered the screen on devices that had their Display Size and/or Font Size set to "Large" or higher.
2. Fixed an issue on devices with Android Pie that was preventing users from uploading attachments to an incident when the attachments were located in the Downloads folder.
