Prevent Android prematurely shutting down Tracker's operation. Two changes:
1. Add support for Android 8 "Oreo" new foreground service invocation
2. Prompt to disable battery optimiser above Android 6.
This is needed to prevent Android putting this tracking application being put into a "doze" state which stops the required network and GPS access. Doze "Battery optimisation" should also be disabled on Android 5 but the app cannot check for this on Lollipop.
