Several bugfixes for civilizations ui messages.
Only Pilgrim Star is shown by default, all the Hubs and civilizations from the federation are now shown only in the civilization panel, and will appear if manually selected.
The attempt is targetted at being up to date with wiki data, and require no further updates for civilizations movements.
