This shows the access to developer settings in the bar!
With this app you can have a notification in the notification bar to go directly to development settings. This funtion was available in some phones with android 2.2, and some Samsung phones. That function was lost in the new updates to 2.3. If your phone doesn't have this functionality this is an app for you.Over Show development notification
