Enables Field Officer chat, send and received photos with Info-lert Operator

Info-lert Operator can send information (text and photos) received from subscribers to the Field Officer. The Field Officer can be updated in real-time as new information comes in on alerts that are being investigated. When the Field Officer is communicating with the Info-lert Operator, the Operator can be allowed to see the Field Officer to determine the proximity of the Field Officer to the reported location of the alert.
