Base64 is used mainly by programmers and IT people, but it can also be useful to hide email addresses and phone numbers on sites that block those.
Base64 is not "encryption" as it can be easily decoded by any other base64 program, but it is useful for hiding content from automated scanners. Some websites block email addresses or phone numbers so this is an easy way to overcome that.
