This is a Zooper Widget, one of my first.

-Weather icon and temp, plus locality widget

*How to install*

1 - Download and install the skin

2 - Add a Zooper widget to your homescreen

3 - When Zooper widget skins list pops up, choose Minimal Zooper Time & Weather to apply,

4 - Touch the image

5 - Enjoy!
