The Gujarat government plans to make property cards compulsory for some 1.25 crore properties ( House, Home, Apartments, land) in urban areas - the state's eight municipal corporations and all its municipalities. Right now, less than 20% of property-holders have a property card as the Record of Right (RoR), the key document to ascertain ownership title for the property.

However, due to the lack of manpower and other issues at city survey offices, property cards have not been issued for all properties. For legal and purchase-sale purposes, the 7/12 extract and index 6 are still used, even in cities. The state government will soon launch a drive to issue property cards for all properties in urban areas.

A key official in the state revenue department said: "Despite the government making property cards mandatory as the RoR in urban areas, for various reasons, in practice the 7/12 extract is still used, which is actually meant for agricultural land only. To prevent property-related fraud and to give people authentic title to urban properties, property cards are necessary. The government has decided to launch a massive drive to issue around 1.05 crore property cards in urban areas, including "urban outgrowth areas", as classified by the last census."
